DOSSIER FILE NO. POR-1989-ACTIVE // SUBJECT: REGINALD ANTHONY
Consulting Producer | Kultural Specialist | Subject Matter Witness
SHADOW-DANCER YEARS // ATLANTA, GEORGIA
Installed at the Richard B. Russell Federal Building — one of the most significant federal addresses in the American South — via S3 Limited. Issued federal credentials and security clearances to agents of the FBI, DEA, and Secret Service. On the wall of that office: a silk poster of Madonna's Ray of Light. From that same desk, telephone press interviews with recording artists. Two systems — federal and cultural — occupying the same physical space. This is the Shadow-Dancer period.
BWI AVIATION PROTOCOL // SEPTEMBER 11, 2001
USAirways Gate and Baggage Agent out of Lynchburg, Virginia. Sitting for Desk Agent certification exams at BWI Airport when the national shutdown hit. Present inside American aviation's institutional machinery at the precise moment it froze. The ramp frequency and the desk frequency — both known. Both lived. This is not eyewitness testimony. This is hard-protocol data.
INSTITUTIONAL RECEIPT // 1996
NEW YORK CITY · SO SO DEF RECORDINGS · COMMISSIONED PR CONSULTANT
THE AMOUNT IS IRRELEVANT.
THE ISSUER IS THE CREDENTIAL.
SONY MUSIC VETTED THIS PRODUCER AT AGE 25.
BET TELEVISION // 12 SOULFUL NIGHTS OF CHRISTMAS
Hired by Denyse Parks at So So Def as PR consultant for the BET special airing Christmas Eve, 1996. Conducted off-camera interviews including Alicia Keys during her first major label recording session for "Little Drummer Girl." He read her before the music was public. Campaigned for her to his personal network before there was an official campaign. Her mother confirmed she was 16. An independent researcher later corroborated his presence at that session without prompting. That is not a claim. That is corroboration.
ATLANTA HAIR MAGAZINE // MUSIC EDITOR
As Music Editor, recognized Tyrese Gibson from a 1994 Coca-Cola commercial before his debut album existed. Told RCA: fly him to Atlanta for a face-to-face interview. RCA complied. Tyrese flew to Atlanta. The interview ran. That is editorial authority.
U.S. CONSULATE // STATE DEPARTMENT COMMISSION
Commissioned by the U.S. Consulate in Germany to conduct Hip-Hop Kultural workshops across German schools. Feedback from educators was outstanding. The State Department flagged him for expanded work across eastern Germany and confirmed future engagements. The same government whose federal building he had worked in during the Shadow-Dancer years — sending him back into the field as a Kultural representative.
BADISCHE ZEITUNG // KULTURREDAKTION
Journalist Peter Disch of Badische Zeitung's Kulturredaktion contacts Reginald Anthony directly on July 4, 2023, to request an interview for a curated bundle of features marking the 50th Anniversary of Hip-Hop. The resulting piece — Das Business und die Bewegung — runs in the Kultur section on August 30, 2023. Disch's editorial judgment: Zeitzeuge und Experte. Contemporary witness and expert. The paper of record for Freiburg im Breisgau. The Shadow-Dancer, named in print.
JANUARY 27, 1992 // UNIVERSITY OF ROCHESTER, NEW YORK
KRS-One — Lawrence "Kris" Parker, the Teacha — delivered a lecture at the University of Rochester. Reginald Anthony placed his demo in Kris Parker's hands. KRS-One listened. He responded with a two-page handwritten critique and a personal recommendation to Kim Mason at Jive Records.
This is not a co-sign. This is a peer review — from the man who authored the philosophical doctrine of Hip-Hop as a way of life. In 1992. When the subject was still a student. The intellectual lineage of the P.o.R. runs directly through those two handwritten pages.

Reintroduction — The Beacon Goes Live
The Psychologist of Rap is reintroduced as Consulting Producer and Kultural Specialist. This is not a comeback. It is a disclosure. The frequency was always present. The dossier is now open.
Pay him to be himself. Like Bob Harris in Lost in Translation. Like George Plimpton in Good Will Hunting. A man who has genuinely lived this life — on camera, as himself. That is not acting. That is presence.

The P.o.R. does not offer advice. Advice is informal. What is offered here is a contractual engagement — the cultural, psychological, and structural intelligence of a 35-year institutional journey, licensed to your production.
DAY RATE // CONSULTING PRODUCER
Per day. On-set, in development, or in the room where decisions are made.
SCRIPT & PROJECT AUDIT
Full audit delivered as a documented report. Cultural accuracy, psychological logic, structural integrity — end to end.
ENGAGEMENT MODEL
Not consulting. Not advice. A contractual arrangement for a defined scope and term.
The P.o.R. operates as a registered Freiberufler in Freiburg im Breisgau, Germany. For international co-productions structured to access the DFFF (Deutscher Filmförderfonds) rebate or the broader German Spend incentive — offering up to 30% back on qualifying German production expenditure — the attachment of a Freiburg-based Freiberufler with a 35-year timestamped creative identity is not just culturally valuable. It is structurally advantageous. The rebate architecture rewards German spend. The P.o.R. is German spend. This is a line item, not a soft benefit.
"This site exists for producers who have already heard the name.
If you are here, you already know the frequency.
The receipts are above. The rate is stated.
The next step is yours."
